Safety Station Fact Sheet for Federal Government Employees and Contractors

Overview

The U.S. Department of Health and Human Services (HHS) and General Services Administration (GSA) notice and bulletin on Safety Station Program Guidelines in Federal Facilities provides all-encompassing safety station program guidelines that incorporate two modular bystander-empowered components, where either one or both can accompany an automatic emergency defibrillator (AED):
(1) opioid reversal agents (such as naloxone) and
(2) hemorrhagic control (such as Stop the Bleed® (STB)).

Acquisition Vehicles

There are several acquisition vehicles for developing a safety station or the program management of maintaining a safety station.

GSA Global Supply Ordering Site – offers AED and STB kits and contains a search functionality to find a specific product for a safety station.

GSA Advantage – offers AED and STB kits and contains a search functionality to find a specific product for a safety station.

GSA Federal Supply Schedule – offers STB kits.

U.S. Department of Veterans Affairs (VA) Federal Supply Schedule – find contracts for items for a safety station.

VA Contract Catalog – find contracts for items for a safety station.

Defense Logistics Agency Medical Electronic Catalog – an e-commerce acquisition program that offers 1.1 million medical items from 215 vendors across the United States.

HHS Medical Supply Fulfillment and Support – offers opioid reversal agents.

Safety Station Program in Federal Facilities

A safety station enables anyone in a Federal facility to access the necessary tools to quickly and easily respond to an emergency situation. To assist in addressing safety station program issues, the following resources are provided:

AEDs

  • HHS Food and Drug Administration (FDA) approved AED and AED accessories
  • U.S. Department of Labor Occupational Safety and Health Administration AEDs in the Workplace resources
  • HHS Centers for Disease Control and Prevention (CDC) Division for Heart Disease and Stroke Prevention Policy Resources

Opioid Overdose Reversal Agents

  • VA Opioid Overdose Education and Naloxone Distribution toolkits and patient and provider guides.
  • HHS FDA information on available, accessible opioid overdose reversal agents.
  • HHS National Institutes of Health Policy Brief on naloxone, an opioid overdose reversal agent.
  • HHS CDC resources on reversing opioid overdoses.

Hemorrhagic Control

  • U.S. Department of Homeland Security information on STB resources.
  • U.S. Department of Defense STB app designed to teach users how to stop life-threatening bleeding in an emergency.

Mental Health Resources

  • U.S. Office of Personnel Management resources on Employee Wellness Programs.
