Program Support Center (PSC)'s Intake, Suitability, and Badging Service (ISBS) fulfills the Homeland Security Presidential Directive 12 (HSPD-12) for the U.S. Department of Health and Human Services, developing and issuing policy in conjunction with federal laws and regulations prescriptive to identity, credential, and access management.

Services offered to all HHS operating divisions and staff divisions include:

  • Reviews requests and applications for badges, initial suitability determinations, periodic re-investigations, and investigation upgrades
  • Initiates, reviews, and releases Electronic Questionnaires for Investigations Processing (e-QIP) to the National Background Investigations Bureau within the Office of Personnel Management
  • Assists applicants, contractors, and current employees with completing the e-QIP application
  • Provides status updates on badges and background investigation inquiries, as well as responding to general investigation questions
  • Implements identity verification and badging processes for new and existing employees, contractors, and affiliates in accordance with HSPD-12 and activates numerous types of personal identity verification compliant cards, including the restricted local access badge
  • Performs certificate updates, personal identification number resets, and card update activities
  • Makes final suitability determinations and takes appropriate adverse actions in accordance with Title 5, Code of Federal Regulations, part 731 (5 CFR 731)
  • Reviews self-reported information or incident reports that potentially impact previous suitability determinations
  • Makes preliminary suitability determinations following tentative job offer from human resources or prior to onboarding contractors
  • Reviews and adjudicates fingerprint reports conducted by the Federal Bureau of Investigation and reports final suitability determinations to the Office of Personnel Management
