Immediate Office
The Immediate Office of the Assistant Secretary for Human Resources is responsible for managing the employee life cycle (i.e., recruiting, hiring, onboarding, training, and managing employees) and administering employee benefits. It is led by Johnathan J. Gardner, Acting Deputy Assistant Secretary for Human Resources and Acting Chief Human Capital Officer.
Executive Resources Directorate
The Executive Resources Directorate (EXRD), led by Acting Executive Director Charlie McEnerney, provides Department-wide leadership and oversight for executive resources. The directorate is responsible for ensuring the effective management of Senior Executive Service (SES), Senior Level/Scientific and Technical (SL/ST), Title 42(f) Executive Equivalent, and political personnel through comprehensive programs that address staffing, performance, awards, development, benefits, retirement services, and policy compliance.
Human Capital Accountability Directorate
The Human Capital Accountability (HCA) Directorate, led by Acting Executive Director Christina Ballance, ensures workforce programs uphold integrity, equity, accountability, and performance excellence across the employee lifecycle. It oversees performance management, awards, labor and employee relations, reasonable accommodations, workplace optimization, and ethics functions to promote a compliant, fair, and mission-focused work environment.
Human Capital Data and Systems Directorate
The Human Capital Data and Systems Directorate (HCDS), led by Acting Executive Director Clifton Green, provides enterprise leadership over HR systems, workforce data, analytics, and payroll operations to ensure accuracy, integration, compliance, and operational efficiency. It transforms workforce data into actionable intelligence while maintaining system integrity and supporting mission-driven human capital decision-making.
Human Capital Management Directorate
The Human Capital Management (HCM) Directorate, led by Acting Executive Director Tisa Tolliver, ensures that HHS human resources operations are lawful, strategic, risk-informed, and aligned with mission requirements while maintaining the integrity and accessibility of departmental information assets. Through integrated policy oversight, compliance assurance, workforce analytics, continuous learning, and records governance, the Directorate enables mission-ready talent management and organizational effectiveness across the enterprise.
Office of Business Management Directorate
The Office of Business Management (OBM) Directorate, led by Acting Executive Director Sana Pretlow, serves as the internal business operations hub for OHR, overseeing budgeting, financial management, acquisitions, governance, communications, and administrative services. It ensures fiscal stewardship, operational efficiency, and infrastructure support to sustain OHR’s mission delivery and organizational performance.
Talent Acquisition and Management Directorate
The Talent Acquisition and Management (TAM) Directorate, led by Acting Executive Director Brinklyn Hughes, provides services such as classification and position management, pre-hiring consultations, applicant qualification reviews, special recruitment programs, onboarding new employees, day-to-day personnel transactions, management of retirement and benefits programs, and compensation across multiple personnel systems for its serviced customers, covering approximately one-third of the HHS workforce.
