OHR Divisions

Immediate Office

The Immediate Office of the Assistant Secretary for Human Resources is responsible for managing the employee life cycle (i.e., recruiting, hiring, onboarding, training, and managing employees) and administering employee benefits. The OHR Immediate Office is led by Bob Leavitt, Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer.

Human Capital Directorate

Human Capital Directorate consists of four divisions: Policy and Accountability; Human Capital Programs; Special Programs; and Human Resources Systems. The Human Capital Directorate is led by Dr. Kimberly A. Steide, Associate Deputy Assistant Secretary for Human Capital.

Staffing, Recruitment, and Operations Center (SROC)

The Staffing, Recruitment, and Operations Center consists of four divisions: Classification and Recruitment Services; Labor and Employee Relations; Support Center; and Employee Services. SROC is led by Jeffery Anoka, Deputy Chief Human Capital Officer, Associate Deputy Assistant Secretary for Human Resources, and Executive Director for Staffing, Recruitment and Operations Center.
