Physical Security, Emergency Management, and Safety

PSC’s Physical Security, Emergency Management, and Safety (PSEMS) services provide oversight and support of physical security, emergency management, and safety for Health and Human Services (HHS) and its Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs).

Support day-to-day physical security, emergency management, and safety operations for the Hubert H. Humphrey (HHH), 5600 Fishers Lane, and Mary E. Switzer facilities.  This support includes:

  • Visitor access to facilities, including access for VIPs
  • Oversight and management of the Protective Security Officers (PSOs)
  • Maintaining pertinent documents and plans of physical facilities for occupants including:
    • Facility Security Plan
    • Occupant Emergency Plan, and
    • Active Shooter Preparedness Plan
  • Management of access control
  • Security incident response and notification
  • Manage the Occupant Emergency Organization (OEO) members
  • Conduct facility security assessments
  • Provide training to HHS employees for Occupant Emergency Plan, Occupant Emergency Organization, and active shooter/active threats
  • Conduct and manage exercises in support of emergency management operations
  • Act as security liaisons between local, state, and federal law enforcement and other federal agencies
  • Provide onsite Safety Representatives to answer questions and concerns about Occupational Health and Safety

Provide oversight for physical security, emergency management, and safety for the department. This support includes:

  • Provide overarching policy documents
  • Act as Interagency Security Committee (ISC) Representative for the department; pass down ISC guidance, policy, and best practices to the OpDivs/StaffDivs
  • Providing security, emergency management and safety consultation to the 10 Regional Offices
  • Conduct facility security assessments and safety inspections for the Regional Offices
  • Management Alert HHS – the department emergency notification system
  • Management of the department Physical Access Control System (PACS)
  • Chair the Health and Human Services Occupational Safety and Health Council
  • Set and communicate annual goals and objects for Occupational Safety and Health
  • Support OpDivs/StaffDivs for safety incident management and review of after-action reports
  • Oversee Employees’ Compensation Operations & Management Portal (ECOMP) injury and illness reporting, and provide support to ECOMP users
