Division of Policy, Oversight, Evaluation, and Training

The Division of Policy, Oversight, Evaluation, and Training (DPOET) plays a central role in strengthening grants management across HHS and the federal government by shaping policy, advancing enterprise modernization, and promoting consistent, accountable stewardship of federal funds. Through strategic oversight, workforce development, and enterprise initiatives, DPOET helps ensure federal grant funding is managed with integrity, accountability, and transparency.

DPOET oversees grants policy, advances data-informed oversight, and supports workforce capability across HHS, while also leading key initiatives—including Grants Data Standards and the Grants Quality Service Management Office—to improve consistency and performance in grants management government-wide.

Our Structure

DPOET is organized into the following components, which collectively strengthen the HHS and government-wide grants enterprise:

Grants Policy, Learning, and Engagement (GPLE)

GPLE serves as the Department’s leads for grants policy, guidance, and workforce capability, shaping how HHS and its recipients manage federal grant funding. It oversees the development and maintenance of core grants policy and guidance—including the HHS Grants Policy Statement, Grants Policy Administration Manual, and Notice of Funding Opportunity guidance—ensuring alignment with federal requirements and consistent implementation across the Department.

GPLE also delivers enterprise training and resources, including the Grants Management Training Academy and the HHS Grants Resource Hub, to support workforce capability and improve access to grants guidance and tools. Through these efforts, GPLE advances consistent, effective grants management across HHS and contributes to broader government-wide improvement.

Grants Data Standards

The Grants Data Standards team advances government-wide standardization of federal grants data to improve transparency, consistency, and accountability. It supports establishment and implementation of federal grants data standards, promotes common data elements and definitions, and strengthens data quality to enable reliable reporting and informed decision-making across agencies.

Grants Quality Service Management Office (QSMO)

The Grants QSMO serves as the government-wide lead for modernizing grants management through a marketplace of shared solutions and services. Designated by the Office of Management and Budget and housed at HHS, it implements standards and works across agencies to improve the efficiency, consistency, and user experience of federal grants management.
