Advocates for Competition

Contracting Advocate for Competition

The HHS Advocate for Competition promotes competition for the purchase of products and services. The advocate works with HHS contracting officers to ensure that procurements are not a barrier to competition. The specific duties of the Advocate can be found in the Federal Acquisition Regulation (FAR).

Task and Delivery Order Ombudsman

The Ombudsman reviews complaints from contractors and ensures they are afforded a fair opportunity to be considered, consistent with the procedures in the contract. For information about the duties of the Ombudsman, see the Federal Acquisition Regulation (FAR).

Unless otherwise indicated, the HHS Contracting Advocate for Competition and Division Advocates for Competition serve as the HHS Task Order and Deliver Order Ombudsman and Division Task and Delivery Order Ombudsmen, respectively.
