HHS Special Interest Areas Planned FY 2016 Inventory Analysis

The Office of Personnel Management (OPM) plans to analyze the top ten product service codes with the highest dollars obligated in fiscal year 2016. Additionally, OPM plans to analyze the special interest functions identified in the Office of Management and Budget’s (OMB) 2010 Service Contract Inventory Guidance Memorandum, of which they have dollars allocated against. Special interest functions require increased management attention due to a heightened risk of workforce imbalance.  The rationale for selecting certain product service codes for further analysis is also determined by whether or not the service is considered closely associated with inherently governmental functions as well as those service types which may require additional attention from management in an attempt to further reduce spending.
