Secretary Kennedy Announces 8 Communities to Receive $96 Million Through New STREETS Program

WASHINGTON, D.C. — October 2, 2026 — U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. today announced in Houston, Texas the eight communities selected to receive funding through the new Safety Through Recovery, Engagement, and Evidence-based Treatment and Support (STREETS) program. Administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), STREETS will provide $96 million over four years to help communities build coordinated systems of care for people who are homeless and have serious mental illness, substance use disorders, or co-occurring disorders.

“STREETS takes treatment directly to Americans living on our streets and connects them to the care and support they need to recover,” said Secretary Kennedy. “Under President Trump, we will no longer accept a system that manages human suffering instead of ending it. We are helping people reclaim their health, rebuild their lives, and achieve the dignity, purpose, and independence that come with recovery.”

Each of the eight selected communities will receive $3 million a year for four years. The selected communities are:

  • Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board for Montgomery County (OH)
  • Cherokee Nation (OK)
  • City of Detroit, Health Department (MI)
  • City of Houston, Health Department, Human Services Division (TX)
  • City Of Huntington (WV)
  • Miami-Dade County (FL)
  • Robeson County (NC)
  • Tangipahoa Parish Government (LA)

STREETS puts the Trump Administration’s Treatment First approach into action by bringing engagement and evidence-based treatment directly to people who are homeless and connecting treatment with recovery supports, housing, and other community services. Treatment is the starting point; recovery is the goal. The program emphasizes sustained engagement to improve health, promote stability and self-sufficiency, and reduce repeated homelessness and involvement with crisis systems.

“People who are homeless and struggling with serious mental illness or addiction should not have to navigate fragmented systems alone,” said SAMHSA Chief of Staff Timothy W. Westlake. “We are organizing systems around recovery instead of asking people in crisis to organize themselves around systems. STREETS brings treatment, recovery supports, housing, and community partners together to help people achieve lasting stability and greater independence.”

STREETS advances President Trump’s Executive Order on Ending Crime and Disorder on America’s Streets and the Great American Recovery, co-chaired by HHS Secretary Kennedy and White House Senior Advisor for Addiction Recovery Kathryn Burgum. STREETS also supports SAMHSA’s Strategic Priorities to advance evidence-based treatment approaches that prioritize recovery, self-sufficiency, and public safety while directly combating the devastating effects of addiction, mental illness, and homelessness in America.

“The Great American Recovery is building a national culture in which recovery is expected, supported, and celebrated,” said White House Senior Advisor Kathryn Burgum. “STREETS brings that mission directly to Americans in need by connecting Treatment First with sustained recovery support, housing, and a pathway toward stability, self-sufficiency, and renewed purpose.”

STREETS places special emphasis on rapid, comprehensive, and coordinated street-based engagement, treatment, and recovery support. Grantees will bring together local government, behavioral health and health care providers, housing partners, law enforcement, courts, first responders, and other community organizations to build coordinated systems of care that help people remain engaged in treatment and recovery, achieve greater stability and independence, and reduce repeated homelessness and crisis-system involvement.
