HHS Unveils Proposed Head Start Reforms to Expand Access and Empower Parents

AUGUST 6, 2026 — The U.S. Department of Health and Human Services (HHS) today announced that the Administration for Children and Families (ACF) unveiled a new proposed rule, “Reducing Federal Burden for Head Start Programs,” aimed at delivering on President Donald J. Trump’s vision to expand access, reduce red tape, and refocus the program on its core mission of preparing America’s most vulnerable children for success.

“Head Start began as a bold commitment to the health, dignity, and potential of every child. My uncle, Sarge Shriver, founded the program on a simple conviction: strong families, wholesome nutrition, and healthy childhood development can change the course of a child’s life,” said HHS Secretary Robert F. Kennedy, Jr. “Today, we are returning Head Start to those roots. We are removing unnecessary bureaucracy, strengthening nutrition and physical health, trusting parents and local communities, and opening Head Start to hundreds of thousands more children. That’s how we renew the promise of Head Start for the next generation.”

The Notice of Proposed Rule Making (NPRM) restores flexibility to programs to meet local needs, reduces regulatory burden and administrative costs, and aims to increase available slots and services for families. It is projected to preserve or expand as many as 236,000 Head Start slots nationwide and save $2.2 billion — the largest known reinvestment in the program since its creation 61 years ago. It also preserves the federal to local program model, allowing ACF to refocus compliance and accountability on core statutory priorities while also upholding the local decision-making that has been integral to Head Start since its inception.

“The Biden Administration oversaw the largest decline in Head Start slots in American history. Today’s action reverses that decline,” said ACF Assistant Secretary Alex J. Adams. “Head Start’s greatest strength is the people who make the program work, and we seek to empower them to work directly with parents to best meet the needs of their local communities.”

Key components of the NPRM include:

Empowering Head Start Parents: This proposed rule specifically recognizes parents as children’s primary teachers, preserving requirements that programs engage parents and families in their children’s learning and development. Parent committees that reflect the needs of families and their communities advise on the structure and curriculum, ensuring that family engagement is grounded in partnership and shared responsibility rather than compliance-driven process requirements.

Emphasizing Health, Nutrition, and Physical Exercise: Programs will be required to provide nutrient-dense, whole foods compatible with the Dietary Guidelines for Americans and structure mealtimes to support both child learning and development. The rule also establishes minimum baseline requirements for physical activity, ensuring young children develop healthy habits early in life.

Increasing Access to Head Start Slots by Decreasing Administrative Costs: The proposed rule would significantly reduce administrative burden by capping the cost of administrative overhead and reducing compliance-driven activities. These unnecessary federal rules drive up provider costs, stifle innovation and constrict the early childhood workforce, ultimately limiting the number of children served.

Aligning Licensing Standards to State Early Childhood Systems: The proposed rule shifts governing authority for group size and ratios, education requirements, background checks, and transportation practices to states. Nothing in the rule requires Head Start providers to change their current program parameters if they are working for their community. By repositioning Head Start to align with state standards, the rule will allow local programs to work more effectively with state early childhood systems. The goal is to modernize safety standards by replacing rigid federal mandates with state flexibility and practical, competency-based alternatives.Ultimately, this proposed reform would empower states to actively lead the advancement of early childhood education.

Removing Duplicative Regulations: The proposed rule will eliminate regulatory provisions that restate requirements already codified in the Head Start Act or other Federal laws and regulations. By removing duplicate layers of compliance, the rule clarifies that statutory requirements remain fully binding. Nothing in this proposed rule alters or waives statutory obligations; rather, it aligns regulatory text more closely with governing law.
