Melissa Bruce
Deputy Assistant Secretary, Program Support Center
Melissa Bruce is the Deputy Assistant Secretary, Program Support Center, in the office of the Assistant Secretary for Administration at the U.S. Department of Health and Human Services (HHS). She oversees an organization that provides over 40 services and products for HHS and other federal interagency customers within financial management, occupational health, and real estate, logistics, and operations.
Prior to joining HHS, Ms. Bruce served as the Principal Deputy Special Inspector General performing the duties of the Special Inspector General for the Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP). There she oversaw and directed complex law enforcement investigations, audits, and mission support portfolios focused on investigating financial fraud related to economic stabilization programs in excess of $1.8 billion. Before SIGTARP, she served at the U.S. Department of Homeland Security (DHS) as the Executive Director of the Business Management Office for the Office of the Chief Information Officer (CIO). In that role, Ms. Bruce served as the senior advisor to the DHS CIO on resource management, business modernization, technology investments, and governance. She also served within the Office of the Under Secretary for Management as Acting Chief of Staff, as part of the DHS Senior Executive Service Candidate Development Program. In this capacity, she provided counsel and leadership on homeland security-related initiatives, operations, and programs. Ms. Bruce also advised on the formulation of strategic plans and policies for management programs within DHS specifically related to human capital, facilities, logistics, security, finance, information technology, and procurement.
Ms. Bruce holds a Master of Science in information systems from Baylor University and a Bachelor of Business Administration in financial management from Abilene Christian University.
