How: Building support and momentum by conducting mission roadshows, engaging offices throughout HHS, and reinforcing BUYSMARTER’s philosophy and value. Step 3: COMPREHENSIVE STAKEHOLDER ENGAGEMENT. How: Combining the BUYSMARTER Operating Model with policy that reinforces BUYSMARTER principles and provides clear direction to HHS staff. Step 5: HUMAN-CENTERED TECHNOLOGY. GPS.
