Summary of Activities that Continue
The Administration for Children and Families (ACF) will continue operation of the Unaccompanied Alien Children program, work to support disaster recovery funded by supplemental disaster appropriations and operation of the Federal Parent Locator Service. Previously awarded grants and contracts are able to continue operation.
As noted above, limited staff are available to support the programs that have authorization to use carryover funds: Community Services Block Grant (Disaster Supplemental), Family Violence Prevention, Head Start (Hurricane Supplemental), Early Head Start / Child Care, Unaccompanied Alien Children, Preschool Development Grants, Personal Responsibility Education Program, Refugee Transitional Assistance and Medical Services, Child Care & Development Block Grant (Disaster Supplemental), Child Support Enforcement Incentives. As needed, staff will also be available for the U.S. Repatriation Program. Limited staff are available to support programs with advanced appropriations: Foster Care, Independent Living (Mandatory). There are also some staff supporting one program that is reimbursable for ACF: Home Visiting.
Summary of Activities That will Not Continue
Most ACF programs will not have funding to make new or continuation grant awards or contracts or to continue most support for active programs.
Summary of Contingency Staffing Plan
In the event of a lapse in appropriations, 862 (55%) are to be retained including 729 (46%) exempt and 133 (8%) excepted and 717 (45%) are furloughed.
Exempt Staff:
A total of 729 (46%) ACF staff will be exempt and will support activities that have funding available during a lapse in appropriations. See notes above.
ACF will continue operations to support funded programs, including issuance and management of grant and contract awards for programs with multi-year or supplemental funding. Key activities to continue include operations of the Unaccompanied Alien Children program, management of disaster recovery work, and operations related to programs with appropriated or carryover funding.
Excepted Staff:
A total of 133 (8%) ACF staff are considered excepted and can legally continue their activities in the absence of appropriations. These staff fall into three categories; 1) those whose work is necessary for the safety of human life, 2) those whose work is necessary for the protection of property, and 3) those whose work is "necessarily implied" from the authorized continuation of other activities, such as required operational support, or the need to phase down and suspend operations.
