The Grants Quality Service Management Office (QSMO), established under OMB Memorandum M-19-16 and officially designated in January 2021, is a federal initiative designed to transform and streamline federal grants management services and solutions. Recognizing the fragmented and aging landscape of grants systems across agencies, Grants QSMO provides a coordinated approach to modernizing how grants are administered government-wide.
Through its Marketplace of shared solutions, Grants QSMO enables agencies to deliver on their missions more efficiently and effectively. Agencies benefit from tailored support, strategic insights, and vetted service options that reduce administrative burden and improve the grants experience.

Grants Marketplace and Services
Explore high-quality grants management solutions through the Grants QSMO Marketplace, aligned with the Federal Integrated Business Framework (FIBF) for Grants Management (GRM). Marketplace offerings fall into three categories:
- Federal Shared Services: Federal solutions open to external customers agencies
- Commercial Shared Services: Software as a Solution (SaaS) award management systems
- Centralized Federal Shared Services: Required systems for grants management processes
