Question: How will the HIX 820 transaction list information for payments an Issuer receives only once or twice a year?

Answer: Issuers will receive the HIX 820 transaction on a monthly basis. The transaction will contain only payments received from a particular program in that month. If no payment is made from a specific program, it will not be present on the transaction.
