Guidance for FAQ regarding Payment Processing and Payment Reports

Question: Does the HIX 820 transaction reflect the sum of the policy- and program-level payments and adjustments matching the payments from the U.S. Department of Treasury?
Answer: The HIX 820 transaction will contain policy- and program-level payments and adjustments for Federally Facilitated Exchange (FFE) and State Based Exchange (SBE) Payees. In most cases, the sum of policy- and program-level data will match deposits from the Department of Treasury. If the payee has an outstanding debt with the Department of Treasury, then part of their payment will be taken to cover that debt. This will result in the total deposit amount being less than the total amount on their HIX 820.
