Question: How does the Centers for Medicare & Medicaid Services (CMS) calculate User Fees (UFs)?

Answer: Federally-facilitated Exchange (FFE) User Fees are calculated at 3.5 percent (2018) of total premium amounts. This percentage may be different depending on the year and the type of Issuer (i.e. SBE-FPs).
