Question: Can Issuers use the Preliminary Payment Report (PPR) to conduct discrepancy reporting if they are not prepared to receive this HIX 820 transaction?

Answer: Issuers can use the PPR to conduct discrepancy reporting. If they would like to receive the PPR via Enterprise File Transfer (EFT), they need to complete the EFT onboarding process.
