Guidance for FAQ regarding Payment Processing and Payment Reports

Question: Is the Preliminary Payment Report (PPR) considered an invoice for Small Business Health Options Program (SHOP) Issuers who do not participate in the Individual Market?
Answer: PPR is not an invoice. The purpose of the PPR is to provide Issuers with payment and charge information prior to netting, usually by the 15th of month. The Payee Information Report (PNR), also delivered to issuers usually by the 15th of the month, will provide issuers with any netting that occurred with the PPR data and any outstanding balances from previous payment cycles.
