Updated Federal Standard Renewal and Product Discontinuation Notices

Guidance for Bulletin provides updated Federal standard notices that must be used by an issuer in the individual market to provide notice of product discontinuation, coverage renewal, and non-renewal or termination based on enrollees’ movement outside the product service area. The substantive updates in Bulletin reflect the amendment made by the Tax Cuts and Jobs Act of 2017 (Pub. L. No. 115-97) that, beginning in 2019, reduces the individual shared responsibility payment for failure to maintain minimum essential coverage to $0.
