Question: How will the Centers for Medicare & Medicaid Services (CMS) distribute Reinsurance (RI), Risk Adjustment (RA) and Risk Corridors (RC) payments to issuers?
Answer: Payments for RI, RA and RC follow the same process as Advanced Premium Tax Credit (APTC) Payments and advance Cost Sharing Reductions (CSR) payment distribution. Issuers must create a vendor profile through the Vendor Management module, located in the Health Insurance Oversight System (HIOS), to receive payments. Additional guidance on the creation of Vendor Management profiles is located in the REGTAP Library.
