Question: Where are the regulations associated with the collection of the Transitional Reinsurance Contribution?

Answer: Applicable to All Reinsurance Contributions Benefit Years: Section 1341 of the Affordable Care Act (ACA) established the Transitional Reinsurance Program to help stabilize premiums in the Individual Market. 45 CFR Part 153, Subparts A, C, E, and H contain the regulations associated with the Transitional Reinsurance Program. The Centers for Medicare & Medicaid Services (CMS) encourages entities to review program related documents and Frequently Asked Questions (FAQs) on the Registration for Technical Assistance Portal (REGTAP). To access these documents, visit www.regtap.info, select Library or FAQ, and Filter by "Reinsurance-Contributions" and the applicable benefit year.
