SUBJECT:   Correction Needed to LIHEAP Grantee Survey for Federal Fiscal Year (FFY) 2013

REFERENCES:   Section 2610(b) of the Low Income Home Energy Assistance Act, Title XXVI of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, as amended; ACF’s annual LIHEAP Grantee Survey, as approved by OMB (Control No. 0970-0076; Expiration Date – April 30, 2014); LIHEAP Action Transmittal (AT) AT-2014-01).

PURPOSE:    To advise State LIHEAP Grantees that the deadline for submitting a corrected LIHEAP Grantee Survey for FFY 2013 (for the period of October 1, 2012 to September 30, 2013) is September 29, 2014.

BACKGROUND:   This past December, we e-mailed LIHEAP-AT-2014-1 and posted it on our website under Action Transmittals (AT).  This AT directed state LIHEAP grantees to submit their LIHEAP Grantee Survey for FFY 2013 (Grantee Survey) through the Online Data Collection (OLDC) system by January 31, 2014.  In reviewing the reports submitted by state grantees, ACF has determined that all state grantees need to submit corrected Grantee Surveys for FFY 2013 to account for a reallotment award.

CONTENT:    On September 26, 2012, the Administration for Children and Families (ACF) issued an award letter to every state LIHEAP grantee for a portion of funds reported as available for reallotment from FFY 2011.  The award letter included a footnote indicating that the “funds should be treated as FY 2013 funds and obligated under normal block grant rules.”  ACF disbursed the funds into each grantee’s CAN for FY 2011.

For purposes of the LIHEAP Grantee Survey, ACF has determined that the reallotment award dated September 26, 2012 must be reported on each state’s FFY 2013 Grantee Survey.  ACF has corrected the prepopulated Sources of Funds, field A3 ‘LIHEAP Block Grant Funds Reallotted to FFY’, in OLDC to include the exact amount of reallotment awarded to each grantee.

Each state grantee will receive its FFY 2013 Grantee Survey returned back to them in OLDC by today.  ACF asks that each state LIHEAP grantee take the following steps to submit a corrected FFY 2013 Grantee Survey:

Please note that a few state grantees also need to correct an inconsistency in the data they reported regarding carryover funds from FY 2012 for use in FY 2013.

  1. Open the FFY 2013 Grantee Survey by selecting the “View/Print/Status/Approve Report” option on the Report Selection page;
  2. Click the “unsubmit” button;
  3. Click the “edit original” button;
  4. Click the “uncertify” button;
  5. Click the “save” button.  This will refresh the report and show the new pre-populated data for the realloted funds in the Sources of Funds section;
  6. Revise the field(s) under Section IVC ‘Estimated Uses of LIHEAP Funds’ of the report to account for how you obligated the reallotted funds;
  7. Click the “save” button;
  8. Click the “validate” button;
  9. Click the “certify” button;
  10. Click the “click to sign” button;
  11. Click the “submit” button.

These data will be included in our FY 2013 LIHEAP Report to Congress.

Our contractor, APPRISE Incorporated, will follow-up with the grantees directly to provide additional clarification on those corrections.
