Question: Do I have to submit a justification indicating why the plans on my Issuer Plan Data Template (IPDT) were not submitted to RBIS?

Answer: Yes. CMS asks that issuers provide additional information for CMS to better understand the circumstances causing issuers to submit an IPDT. The additional information also helps to inform CMS' process for reviewing templates and outreach to the regulating entity (e.g., Department of Insurance [DOI]).
