Question: How should issuers submit small group plans that are no longer being offered for the EDGE data submission benefit year, but do have policies that cross benefit years?

Answer: On an annual basis, CMS will complete 'small group plan roll-over' for small group plans that are offered in the previous benefit year, but are no longer offered in the current benefit year, for EDGE data submission. This streamlined process allows issuers to submit enrollment and claims data for policies that continue to exist.
