Question: What is the difference between an Issuer Submitter and Issuer Approver?

Answer: Issuers are required to set-up both the Issuer Submitter and Issuer Approver roles. The Centers for Medicare & Medicaid Services (CMS) does not have specific requirements about the type of staff within an organization that must complete these roles. The Issuer Submitter submits the EDGE server request and the Issuer Approver reviews the request and either approves or rejects it. If the request is approved, it goes to CMS for review. The roles for requesting and approving the registration request are separate from the roles that issuers will set-up for EDGE server users (i.e., the people that an issuer designates for submitting and approving the EDGE request do not necessarily have to be the same people within an organization that will have access to the server). The Issuer Submitter cannot also be the Issuer Approver.
