Clarification of Exhaustible Benefits and HIGLAS' Role within Transmittal 20

Clarifying and updating the current IOM language
specific to MSP savings calculations and savings priority in regards to the definition of
exhaustible benefits and HIGLAS' generation of a CMS MSP GHP Receivables Report
and a CMS MSP Non-GHP Receivables Report. These reports will be used by the
contractor to enter data into the CROWD system for reporting savings associated with
