Question: Will the Centers for Medicare & Medicaid Services (CMS) use the same appeals process for Cost-sharing Reduction (CSR) Reconciliation for User Fees appeals and Advance Payments of the Premium Tax Credit (APTC) appeals?

Answer: CMS will not use the same appeals process for APTC and user fee appeals. CMS encourages issuers to email ACAfinancialappeals@cms.hhs.gov regarding questions related to APTC and User Fee appeals.
