Question: An issuer received negative amounts at the policy level for the Cost-sharing Reduction (CSR) Reconciliation and contacted the Centers for Medicare & Medicaid Services (CMS) regarding the discrepancy; however, the issuer did not receive guidance on how to fix the error. When does CMS anticipate providing guidance to the issuer regarding the discrepancy?

Answer: CMS does not anticipate providing additional guidance regarding the CSR Reconciliation amount. Issuers should refer to the June 30, 2016 payment report for the final CSR Reconciliation amount. All negative CSR amounts at the plan level received a zero (0) amount.
