Question: What are the responsibilities of the Centers for Medicare & Medicaid Services (CMS) and the Internal Revenue Service (IRS) with regards to the Advance Premium Tax Credit (APTC)?
Answer: The Exchanges determine enrollee eligibility for APTC subsidies, and CMS pays APTC amounts to issuers on behalf of enrollees. The IRS collects information from taxpayers and Exchanges in order to reconcile paid APTC amounts against actual premium tax credit amounts.
