Question: Should issuers include enrollment groups that have made their initial payment, but not subsequent payments, on the Enrollment and Payment Data Template?

Answer: Submitters should include all effectuated enrollments on the Enrollment and Payment Data Template. For the purposes of the interim payment process, the Centers for Medicare & Medicaid Services (CMS) defines effectuated enrollments as the enrollments for which the first premium payment has been made; therefore, submitters should include all enrollments and enrollment groups so long as the enrollment has not been canceled.
