Question: Does the Centers for Medicare & Medicaid Services (CMS) consider an enrollment effectuated when the Advance Premium Tax Credit (APTC) covers the total premium amount? Since CMS has this information, why do issuers need to resubmit it to CMS?
Answer: CMS requires 834 confirmations from issuers and State-based Marketplaces (SBMs) when the APTC covers the full premium amount. CMS will only make APTC and Cost-sharing Reduction (CSR) payments for confirmed enrollments.
