Question: Should issuers include plans that have no effectuated enrollments in the monthly payment submission?

Answer: No, issuers only need to submit plans on the Enrollment and Payment Data Template for Health Insurance Oversight System (HIOS) IDs that include effectuated enrollments for the payment month as of the mid-month cut-off date. The CEO, CFO or authorized delegate of the Health Insurance Company will certify to having no effectuated enrollments on the Submission Certification Form. Issuers will submit any enrollments effectuated after the mid-month in the next month's submission for payment.
