Guidance for FAQ regarding Payment Processing and General Information

Question: Will issuers receive Advance Premium Tax Credit (APTC) and Cost-sharing Reduction (CSR) payments at the member or subscriber level? How will issuers know if enrollees change their APTC amounts?
Answer: APTC and CSR payment amounts will occur at the subscriber level for enrollment groups. The Exchange will transmit an 834 change transaction to notify issuers of an enrollee's change in APTC amounts.
