Question: Which address should be entered in the Primary Contact field in the Administrative Template?
Answer: The Issuer address should be the company address associated with the HIOS ID and entered in HIOS. The company address in HIOS is the relevant address for that issuer in that state. It needs to be entered in the "Primary Contact" field of the Administrative Template. The SHOP address should be the primary place of business in that state, not the employee address.
