Question: What is the exception process for out-of-state employer participation?
Answer: Only employers with a business location within a given state may participate in the FF-SHOP serving that state. Multi-state employers may establish one FF-SHOP account and enroll in a QHP with multi-state provider networks. Alternatively, multi-state employers may establish a separate SHOP account in each state where they have a business location.
