Guidance for FAQ regarding Premium Calculations and Quarterly Rate Changes

Question: Will issuers have an opportunity to adjust rates throughout the year?
Answer: For individuals, the rates are set on a yearly basis. We intend to provide further guidance on rate updates for the SHOP at a future time. In the Program Implementation NPRM under 156.80, we propose that issuers in the small group market (including SHOP) may make rate changes no more frequently than quarterly, effective as early as July 1, 2014. These rates would apply to both new and renewing businesses during the course of the year.
