Guidance for FAQ regarding Risk Adjustment Operations and Payments

Question: Will issuers that do not submit data to their External Data Gathering Environment (EDGE) server by the December 19, 2014 deadline be ineligible for payment transfers in 2015?

Answer: No, the Centers for Medicare & Medicaid Services (CMS) will not exclude issuers from 2015 payment transfers for failing to submit data to the EDGE server by the December 19, 2014 deadline. The December 19, 2014 deadline allows for system testing and provides RA risk score calculation estimates to issuers based on submitted data; however, CMS will exclude issuers that do not submit data by the final submission deadline of April 30, 2015 from 2014 RA payments transfers.
