Guidance for: This memorandum provides the 2013 report of the National Background Check Program for Long-Term Care Criminal Convictions Work Group. This work group was established based upon the OIG recommendation that CMS develop standards in defining direct patient access and identifying convictions that disqualify an individual from nursing facility employment.
