Guidance for the report to congress discussing options for a plan to implement a Medicare Hospital VBP program, which builds on Medicare’s current Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) Program, which since FY 2005 has provided differential payments to hospitals that meet certain requirements, including publicly reporting their performance on a defined set of inpatient care performance measures
