Provider Enrollment and Certification Provider Enrollment Moratoria
Guidance for Restrictions on New Medicare Enrollments, if Applicable
Occasionally, the Secretary of Health and Human Services will restrict new enrollments in Medicare. This happens when the Secretary decides it is necessary to prevent Medicare fraud, waste, and abuse.
Are there any active moratoria?
On May 13, 2026, CMS implemented a temporary nationwide enrollment moratorium on Home Health Agencies (HHAs) and Hospices.
The moratorium applies to initial applications. This includes non-exempt changes in majority ownership (CIMOs) under 42 CFR 424.550(b) (see 424.550(b) for information about what qualifies as a CIMO). Any such application submitted by HHAs and Hospices after the implementation of the moratorium will be denied. The moratorium will remain in effect for 6 months.
The moratorium may be extended in 6-month increments, if CMS deems it necessary.

- Medical Supply Company
- Medical Supply Company with Orthotics Personnel
- Medical Supply Company with Pedorthic Personnel
- Medical Supply Company with Prosthetics Personnel
- Medical Supply Company with Prosthetic and Orthotic Personnel
- Medical Supply Company with Registered Pharmacist
- Medical Supply Company with Respiratory Therapist

Any such application submitted by medical supply companies after the implementation of the moratorium will be denied. The moratorium will remain in effect for 6 months.
