Guidance for the chapter that presents the Medicaid IT Architecture (MITA) Technical Capability Matrix
(TCM) and explains its role in the MITA Framework. When the State Medicaid Agency
(SMA) performs a State Self-Assessment (SS-A) utilizing the MITA Framework, it starts by
determining the As-Is operations (current) level of maturity of each process and the level it
seeks to achieve in the To-Be environment (future).
