Question: Why was a new methodolgy chosen instead of leveraging Medicare's encounter reporting process?

Answer: Concerns were expressed by stakeholders about HHS having access to proprietary data and storing in a centralized repository. To respond to the concerns, HHS adopted the distributed data approach that eliminates the need for centralized data collection and helps ensure privacy through the application of masked enrollee identifiers.
