Question: Why does the Risk Adjustment (RA) Risk Score Detail (RARSD) report and RA Risk Score Summary (RARSS) report restrict the Plan ID to 14 digits when the Reinsurance (RI) Detail Enrollment (RIDE) report allows for a 16 digit Plan ID and what is the reason for the difference?

Answer: The RARSD and RARSS reports limit the Plan ID value to 14 digits because the last two (2) digits of a 16-digit Plan ID identify the plan's Cost-sharing Reduction (CSR) factor. RA risk score calculations include the CSR factor as an input. In addition, the calculation of RA payment transfers requires PLRS at the 14-digit plan ID and rating area level.
