Question: Can issuers submit 2014 and 2015 EDGE server data at the same time?

Answer: Yes. Since enrollment files are full replacement files, 2014 and 2015 enrollment data must be submitted together until such time as issuers are notified by the Centers for Medicare & Medicaid Services (CMS) to stop submitting 2014 enrollment data. Since medical, pharmacy and supplemental files are incremental files issuers may combine the data, for multiple years, into a single submission or submit them separately.
