Question: Is it acceptable for an issuer to use a Fill Number of zero (0) for pharmacy claims?

Answer: No. The minimum value for the Fill Number is one (1). Issuers who use zero (0) as the initial Fill Number must change the original Fill Number to one (1) or the claims will be rejected.
