Question: How should enrollment data be submitted for a child when the parent is the subscriber, but not an enrollee in the plan?

Answer: The subscriber is determined by the enrollee to whom the premium is applied. If the parent is not enrolled, the premium would apply to the child, so the child would be reported as the subscriber.
