Pursuant to the preliminary injunction issued on September 10, 2025 in New York et al. v. DOJ et al., No. 1:25-cv-00345 (D.R.I.), the U.S. Department of Health and Human Services' "Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA); Interpretation of 'Federal Public Benefit,'" 90 Fed. Reg. 31,232 (July 14, 2025) (HHS PRWORA Notice) has been enjoined until further notice and is not being enforced or implemented by any employee, agent, grantee, or contractor of any HHS component or program in the plaintiff states of Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia.

Further, pursuant to the preliminary injunction issued on September 11, 2025 in Washington State Association of Head Start et al. v. Kennedy, et al., No. 2:25-cv-000781 (W.D.W.A.), the HHS PRWORA Notice has been enjoined until further notice and is not being enforced by any HHS employee, agency, grantee, or contractor against any Head Start agencies, program providers, students or family participants, or other similar persons or entities nationwide.
