Re: CSBG State Plan is Live!

Dear Colleagues:

The Office of Community Services (OCS) is pleased to announce that the Community Services Block Grant (CSBG) State Plan is now open within the On-Line Data Collection (OLDC) and accessible through GrantSolutions.

Submission of the CSBG Eligible Entity Master List, State Plan, and SF-424M:

As a reminder, all states must complete the Master List this year and submit by September 1, 2018. Additionally, the Master List must be submitted prior to submitting the CSBG State Plan. The CSBG State Plan will not populate if the Master List is not first submitted. The Master List does not require certification. For more information about the Master List, please reference this Dear Colleague Letter.

States are now able to begin data entry and submission for the CSBG State Plan today, August 15, 2018. States that submitted a two-year plan for Federal Fiscal Year (FFY) 2017 – FFY2018 and states that submitted a one-year plan for FFY2018 are required to complete a new one- or two-year plan for FFY2019. The SF-424M is submitted as part of the new submission of a state plan.

States that submitted a two-year plan for FFY2018 – FFY2019, will have the option of submitting revisions but are not required to do so. However, these states will have to submit a new SF-424M though OLDC. As a reminder, the data submitted within the state plan should be based on the FFY.

Refresher Webinar(s):

OCS held three webinars in conjunction with the National Association for State Community Services Programs (NASCSP) in preparation for the FFY2019 submissions of the CSBG State Plan:

  1. Great! We Made It! provides details about the changes to the State Plan and how they affect data entry for the FFY2019 submissions.
  2. Submitting the CSBG State Plan is a refresher training that provides technical assistance in completing and submitting the CSBG State Plan.
  3. Submitting the SF-424M is a refresher training that provides technical assistance in completing and submitting the SF-424M.
