Unmatched "I" Record (UIR) and Unaffiliated Issuer Enrollments (UIE) Guidance
Guidance for issuers regarding UIRs, which occur when the reconciliation process is unable to match issuer-reported records to a Federally-facilitated Exchange (FFE) record, and UIEs, which are "I" records that are not matched with an FFE record and the UIR process is unable to identify an FFE record for the consumer.
