References: 

Section 412(a)(2) of Public Law 104-193, the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA)," enacted August 22, 1996.

Background: 

The provision of PRWORA cited above authorizes grants to Indian tribes and Alaska Native organizations that conducted JOBS programs in fiscal year 1995 under former Title IV-F of the Social Security Act.  The purpose of the new grant is to operate a program to make work activities available to members of the Indian Tribe.

Currently 76 Indian tribes, consortia of Indian tribes and Alaska Native organizations conduct JOBS programs.  These Tribal JOBS programs are being conducted according to plans submitted for the period October 1, 1994 through September 30, 1996.  Although these plans had been extended through September 30, 1997, Title IV-F was repealed with the enactment of PRWORA.  As a result, Tribal JOBS grantees are now required to submit new applications to continue operation of these programs.

Purpose: 

The purpose of this Program Instruction is to provide guidance to Indian Tribes and Alaska Native organizations regarding the submission of an application for the new grant funds, how Tribal JOBS grantees may use the new grant funds according to their current approved JOBS plan and how grant awards will be issued.

Action Required:

To receive grant funds under Section 412(a)(2) of PRWORA, Tribal JOBS grantees are required to submit Form SF-424, "Application for Federal Assistance."

Federal funding will be available for the start of Fiscal Year 1997, beginning October 1, 1996, to any Tribal JOBS grantee whose submission of Form SF-424 (and the accompanying new or amended plan, if necessary) is received by the appropriate ACF Regional Office no later than September 30, 1996.  Any submissions received later than that date will result in a delay in Federal funding for that grantee.

For Tribes wishing to continue operating in accordance with their existing plan (as approved through September 30, 1996), Form SF-424 must be received by the appropriate ACF Regional Office no later than September 30, 1996.

For Tribes wishing to submit a new plan or amend their existing plan (as approved through September 30, 1996), Form SF-424 and a copy of the new or amended plan must be received by the appropriate ACF Regional Office no later than September 30, 1996.

It is anticipated that grantees eligible for awards totaling less than $1 million annually will receive these funds in a single award.  Grantees eligible for more than $1 million per year will be issued grants in quarterly installments.

Additional guidance on the use of these funds and any plan requirements will be issued at a later date.

Submittal Instructions: 

Due to the short time frame remaining, Tribal JOBS grantees are encouraged to fax their copy of the signed Form SF-424 and any accompanying documentation to the appropriate ACF Regional Office.  The original signed copy of Form SF-424 must also be mailed to the Regional Office.
